Well yes, that's one of their purposes really. Without that cloaked ship you wouldn't even have to warp, you could wait until they jump in, snipe their support which is mwding toward you and warp out as soon as you feel threatened. Once they have a covert ops in the system, and you know about it, you are effectively eliminated as a threat. They may not kill you, but you won't kill any of them either, not without dying yourself.
Not to mention their extreme usefulness in warping to probed safe spots, setting up warp in points for fleets, setting up sniper points and gathering intel on enemy deployment/strength. The fact that every half decent fleet has at least one covert ops is testament enough to their value in pvp.
So no thank you, I'd rather not have them invisible on scanner and in local. Know why? Because as soon as you see local blip once you'll have to safe spot and literally log off. Even if local blips again who knows if that was the cloaked ship warping or jumping out? Or deploying probes? Or just turning off cloak for the hell of it? That cloaked ship could still be in system 30 minutes later, just waiting for you to go back to your belt. A group of cloaked BS could just sit cloaked in a random belt until you feel they're gone, then jump you as soon as you start mining or whatever.
Horrible, horrible idea. If it's ever implemented they'd better implement system wide scan probes that can pick up cloaked ships too.
If you feel the need to log off just in case you get involved in PvP then go and live in 1.0 space and let pvp happen the way it should.
I think it definitely should be voluntary whether you show up in local or not but if you choose not to then I think you should be able to see anyone else either. Either that or just show a pilot icon but with no information. Scan for it if you need it.
